Evaluation of the pilot project Country Contact Persons of the weltwärts development volunteer service

Executive Summary

This evaluation looked at the performance and effectiveness of the Country Contact Person (CCP) model introduced into weltwärts following the programme evaluation in 2012. The introduction of the CCP had three objectives: that the security of the volunteers is enhanced by assessing the security situation and the safety, security and crisis management of the sending organisations is improved; the coordination between relevant stakeholders of the weltwärts programme at country level is improved by providing relevant information; the sending organisations are supported regarding the application for visa and residence permits.

The review identified divergent views amongst the stakeholder groups on the role of the CCP. The evaluation put forward a range of options for consideration, which includes making limited changes a more radical constraining of the CCP role.
