Richard Curtain is a public policy consultant specializing in evidence-based policy analysis. He attended a World Bank/UNPFA conference on young people and Poverty Reduction Strategic Processes (PRSPs). PRSP papers are written by developing nations as a requirement for debt relief. The papers contain the following four parts: consultation, diagnostics, design/cost analysis, and evaluation/monitoring. Richard presented an analysis of 55 PRSP papers to determine the extent to which young people were consulted and involved in action plans targeting poverty reduction.
